I%26#39;m planning on visiting Minsk for a few days next month. I%26#39;ll most likely be flying in from Kaliningrad so would be looking to get a visa on arrival. I have my Russia visa already on my US passport. Would I be able to get a visa on arrival for my UK passport (its cheaper)? Or would they check for my Russia exit stamp?

It is the best option, for as a Briton you will pay only EUR 60 consular fee, compared with US 180. And as a UK citizen you do not need a medical insurance no matter how long you are staying.
Of course, should you choose a tourist visa type (prices quioted for them), you will need a hotel booking and an invitation delivered to the airport by a travel agent.

I ended up applying for visa on arrival support through a local agency for 10EUR. The visa office was upstairs to the left just before passport control. Took about 30 minutes to get a visa (there were 3 people in front of me). The on-arrival cost for UK passport is 50EUR or $60US. Normally you have to buy local medical insurance for your duration for a few $, but the booth was already closed.
