Hello, can you get a visa for Belarus in Vilnius ? Thinking of going to Minsk for a few days , I know you need a %26#39;letter%26quot; , is there a travel company that can arrange this ?

From my experience, the EU citizens can apply for a Belarusian tourist visa outside the country of their permanent residence. Know this for sure about Kiev, Ukraine (the chap from the Netherlands obtained it in 24 hours) and Vilnius (Norwegians managed to obtain on the same day).
This I believe may be true about EU or US citizens and a few others. The rest may be asked to apply where they live. As they say - you never ask, you never get.
