2 exchange offices at the Airport: one booth opposite gates 5-6 and one Belarusbank on the 3rd floor in sector 3-4. I believe they can help to withdraw the necessary amount providing you find a common tongue and you remember your PIN.
Some chaps arrive with cards only and hope they can pay for their visa at the Consulate (the latter accepts cash only).
No ATM there has ever produced any cash on my memory.
I can%26#39;t really say about this PLUS stuff, but it is very unlikely. Better bring in some euro in cash.
