It is much easier than it seems. Contact one of the travel agents on the list on the Belarussian Embassy%26#39;s website. They will make hotel arrangements for you and then provide you with the exact documents you need to get a visa. I worked with Natasha Masko at a travel agency in Minsk. She has been very efficient, pleasant, and - most important - I got my visa without any trouble at all.
